El origen de las conductas y las normas proviene principalmente del contexto histórico, económico, político y cultural de cada sociedad. Este trabajo muestra que la determinación y la modificación de las normas por medio de la positivación de la moral pública, misma que es una construcción legítima del pueblo, que permite el establecimiento legal de diversos principios y valores, con el objetivo de conseguir sus metas.
