Interviews were conducted with innovation managers from three universities in the country, identifying how the process developed, what the main challenges were, and the opportunities for the implementation of innovation policies in these institutions. The results indicated that this is a complex and multifaceted process, which involves the integration of different areas and institutional actors. Among the main challenges found are the lack of financial and human resources, the lack of alignment with government policies, and institutional bureaucracy. However, opportunities to strengthen the culture of innovation in these institutions were also identified, such as the creation of incentive mechanisms for innovation, the formation of partnerships with companies and research institutions, and the approximation with society through technology transfer and entrepreneurship. We conclude, therefore, that the implementation of innovation policies in Brazilian public universities is a challenging process, but one that can bring important benefits for the social and economic development of the country. For this, it is necessary to strengthen dialogue and cooperation among the institutional actors involved, as well as the creation of favorable conditions for the promotion of a culture of innovation in these institutions. Este artigo apresenta uma análise sobre o processo de implementação de políticas de inovação em três universidades públicas brasileiras. Foram realizadas entrevistas com gestores de inovação de três universidades do país, identificando como se desenvolveu o processo, quais os principais desafios, e as oportunidades para a implementação de políticas de inovação nessas instituições. Os resultados indicaram que este é um processo complexo e multifacetado, que envolve a integração de diferentes áreas e atores institucionais. Entre os principais desafios encontrados estão a falta de recursos financeiros e humanos, a falta de alinhamento com as políticas governamentais e a burocracia institucional. No entanto, também foram identificadas oportunidades para o fortalecimento da cultura de inovação nessas instituições, como a criação de mecanismos de incentivo à inovação, a formação de parcerias com empresas e instituições de pesquisa, e a aproximação com a sociedade por meio da transferência de tecnologia e do empreendedorismo. Conclui-se, portanto, que a implementação de políticas de inovação em universidades públicas brasileiras é um processo desafiador, mas que pode trazer importantes benefícios para o desenvolvimento social e econômico do país. Para tanto, é necessário o fortalecimento do diálogo e da cooperação entre os atores institucionais envolvidos, bem como a criação de condições favoráveis para a promoção da cultura de inovação nessas instituições.
