In this work, certain emerging conflicts in La Rioja are problematized, to address the prevalence of Peronism in the province and understand the social dynamics that were deployed in the process of expanding new rights. Particularly, emphasis is placed on the issue of water, as an unavoidable social conflict in the analysis of citizenship, focusing on the condition of possibility of identity ties between subjects and the experience of Peronism. The objective of this work is to analyze the citizen identity processes, marked by the scarcity of water in La Rioja during the first Peronism. Methodologically, this work analyzes petition letters demanding for new social rights addressed to state authority figures, in order to assess their content in identity terms. This Study focuses on a letter written by a woman from Rioja, where a demand for public water works is expressed. This source is incorporated into the analysis, petitions and opinion articles published in La Rioja written press. In this way, problematization is proposed as a method to rethink the processes of expanding subjects’ identity as citizens in situated contexts. This work contributes to the reflections on the expansion of citizenship in our country, recovering a certain conflictive nature and from an identity perspective on the demands for new rights. Moreover, it results in the discussion on the construction of citizenship processes from bottom up and with a situated character.

El presente trabajo problematiza determinadas conflictividades emergentes en La Rioja para abordar pregnancia del peronismo en la provincia y comprender las dinámicas sociales que se desplegaron en el proceso de ampliación de nuevos derechos. Particularmente, se hace hincapié en la cuestión del agua, como conflictividad social ineludible en el análisis sobre la ciudadanía, enfocando la mirada en la condición de posibilidad de lazos identitarios entre sujetos y la experiencia del peronismo. El objetivo de este trabajo consiste en analizar los procesos identitarios en clave ciudadana, desencadenados a partir de la escasez de agua en La Rioja durante el primer peronismo. Metodológicamente, se analizan petitorios dirigidos a autoridades estatales para repensar su contenido en términos identitarios, vinculados a demandas por nuevos derechos sociales. De esta manera, el trabajo se centra en una carta escrita por una mujer riojana, donde se expresa una demanda sobre obra pública hídrica. A esta fuente se incorporan en el análisis, petitorios y notas de opinión publicados en la prensa escrita riojana. Asimismo, se propone la problematización como método para repensar los procesos de ampliación de ciudadanía, en clave identitaria en contextos situados. Este trabajo contribuye a las reflexiones sobre la ampliación de ciudadanía en nuestro país, recuperando cierto carácter conflictivo y desde una perspectiva identitaria de las demandas por nuevos derechos. Como también, redunda en la discusión sobre la construcción de procesos de ciudadanización desde abajo y bajo un carácter situado.
