There did not exist, then, in those colonial times, the principles of civil equality that govern us today, and that seem so obvious and so natural to us, that they are not even discussed. The plane in which the foreigners were placed by a warrior who acted effectively in the liberating campaign, not in Buenos Aires, not in the littoral, but in the northern provinces of Salta and Jujuy. Such a character is none other than Colonel Don Martin Güemes, the famous chief of the gauchos, and governor of Salta. La unidad que quería mantener España en sus colonias sobre la triple faz: política, económica y religiosa, dió origen a que sus autoridades dictaran una serie de disposiciones tendientes a impedir la entrada de los extranjeros en el territorio de la República, o a colocarlos en una situación inferior a los españoles y a los habitantes nacidos en el país. No existían, pues, en aquellos tiempos del coloniaje, los principios sobre igualdad civil que hoy nos rigen, y que por parecernos tan obvios y tan naturales, ni siquiera se discuten. El plano en que colocaba a los extranjeros un guerrero que actuó eficazmente en la campana libertadora, no en Buenos Aires, no en el litoral, sino en las provincias del norte, de Salta y de Jujuy. Tal personaje no es otro que el coronel don Martin Güemes, el célebre jefe de los gauchos, y gobernador intendente de Salta.
