In this way, Oroño’s figure seems specially atractive because his works are registered in the strong controversy between “civilization and barbarity” that kept River Plate’s intellectuals busy during a long part of that centrury, although in his case, from problems related to the Provincial State. On the other hand, because Oroño was a vigorous publicist and an active politician that occupied the center of Santa Fe’s political scene, at least for a decade. Estas notas recorren algunas de las nociones en las que –al promediar el S.XIX–Nicasio Oroño se apoyó para desplegar sus argumentaciones respecto de la necesidad de promover la modernización de Santa Fe. En ese sentido, la figura de Oroño resulta especialmente atractiva. Por un lado, porque sus trabajos se inscriben en la fuerte polémica entre civilización y barbarie que ocupó a los intelectuales rioplatenses durante buena parte de ese siglo, pero desde preocupaciones y problemas directamente vinculadas con el Estado provincial. Por otro, porque fue al mismo tiempo, un enérgico publicista de la modernización y un político activo que durante por lo menos una década, ocupó el centro de la escena política santafesina.
