The development of self-managed work by referents of the Barrios Populares communities and collaborators, as well as dialogue, modes of work and pressure on the provincial and municipal State, is circumscribed within the framework of a broad struggle developed by the poorest communities from among the poor, in northern Argentina, for the exercise of fundamental rights. We understand some of these practices as neighborhood self-government tactics. The analytical and descriptive treatment of this work is developed by codifying discursive and extra-discursive aspects through the instrumentation of official government documents, local and national newspapers, to the extent that passages from field logs are codified. From there we position ourselves from a qualitative perspective and articulate resources from Social Sciences and Political Philosophy. En este artículo intentaremos pensar algunas prácticas de organización y de gestión de recursos desarrolladas por referentes de barrios populares de Salta capital; hablamos de prácticas enmarcadas en la planificación y ejecución de políticas públicas sociales y de urbanización, analizadas desde una clave de gobierno, con clivaje territorial. El desarrollo de trabajos autogestionados por referentes de las comunidades de barrios populares y colaboradores, así como el diálogo, los modos de trabajo y de presión al Estado provincial y municipal, se circunscribe en el marco de una amplia lucha que desarrollan las comunidades más pobres de entre los pobres, en el norte argentino, por el ejercicio de derechos fundamentales. Comprendemos a algunas de dichas prácticas como tácticas de autogobierno barrial. El tratamiento analítico y descriptivo de este trabajo se desarrolla codificando aspectos discursivos y extradiscursivos mediante la instrumentación de documentos oficiales de gobierno, diarios locales y nacionales, en la medida en que se codifican pasajes de bitácoras de campo. Desde allí nos posicionamos desde una perspectiva cualitativa y articulamos recursos provenientes de las Ciencias Sociales y la Filosofía Política.
