In a context marked by deep inequality, where more than 50% of children and adolescents are poor, the interventions directed towards them appear more oriented towards transforming behaviors than structural conditions. In this sense, we consider that there is an individual responsibility of the subjects along with a structural lack of responsibility whose expression we observe in institutions and social processes called protection. To account for this, we will analyze two current programmatic proposals in the province of Buenos Aires that are aimed at these adolescents, understanding them as devices that aim to combine care objectives, but also socio-penal control. En el presente artículo nos proponemos dar cuenta de cómo opera la racionalidad neoliberal en las intervenciones del Estado en los territorios a través de una gestión socio-penal, en este caso con adolescentes sobre quienes se impuso una medida alternativa a la privación de la libertad. En un contexto signado por una profunda desigualdad, donde más del 50% de niños, niñas  y adolescentes son pobres, las intervenciones dirigidas hacia estxs aparecen más orientadas a transformar conductas que condiciones estructurales. En este sentido, consideramos que existe una responsabilización individual de los sujetos a la par de una desresponsabilización estructural cuya expresión observamos en instituciones y procesos sociales denominados de protección. Para dar cuenta de ello presentaremos dos propuestas programáticas vigentes en la provincia de Buenos Aires, destinadas al grupo mencionado, entendiéndolas como dispositivos que pretenden aunar objetivos de cuidado, pero también de control socio-penal.
