However, the evidence indicates that in the design of the city, territorial planning instruments -such as the Communal Regulatory Plan in Chile- put asidea robust participation procedures that legitimize the development process.The hypothesis is that the territorial community organization is undervalued in these processes, even though the current legislation assigns them a role of permanent collaboration with the municipality in the tasks of local development. Especially in the most direct organizational instances in the daily life of the neighbors, because their systematic contribution greatly increases the democratization in the construction of the city.The case work was developed in the municipality of Melipilla through the application of a mixed methodology that uses documentary analysis, semi structured interviews aimed at key actors and a survey applied to thirty-one leaders of active Neighborhood Boards. The findings indicate a low historical link of these units with the processes of territorial organization, missing the opportunities offered by the current community institutions. El presente trabajo supone que el desarrollo inclusivo de la ciudad en contextos de gobernanza requiere de la participación activa de la ciudadanía para asegurar su éxito. Sin embargo, la evidencia indica que en el diseño de la ciudad,los instrumentos de planificación territorial -como el Plan Regulador Comunal en Chile-carecen de procedimientos robustos de participación que legitimen el proceso de desarrollo. La hipótesis es que la organización comunitaria territorial es subvalorada en esos procesos, aun cuando la legislación vigente les asigna un rol de colaboración permanente con el municipio en las tareas del desarrollo local, tratándose de las instanciasorganizativas más directas en la cotidianeidad de las/os vecinas/os, por lo que su aportesistemático eleva ampliamente la democratización en la construcción de la ciudad. El trabajo de caso fue desarrollado en la comuna de Melipilla a través de la aplicación de una metodología mixta que utilizaanálisis documental, entrevistas semi estructuradas a actores claves y una encuesta aplicada a treinta y undirigentes/es de Juntas de Vecinos activas. Los hallazgos indican una baja vinculación histórica de esas unidades con los procesos de ordenamiento territorial, desaprovechando las oportunidades que ofrecela institucionalidad comunitaria vigente.
