The article also examines Higher Education Law and the World Bank's impact on Argentina's universities and all human rights involved. Finally, 2016 political reform at the National University of Córdoba is subject to scrutiny. Conclusions call for the incorporation of a human rights approach to higher education policy design. El artículo reflexiona sobre el rol del derecho en el Manifiesto de 1918 y en la actualidad universitaria. En particular, se analiza el derecho a la educación universitaria y a la ciencia y la cultura, el derecho a la igualdad real, los principios de gratuidad y equidad y la autonomía universitaria. Se revisa la Ley de Educación Superior y el impacto del Banco Mundial en las universidades argentinas y en los derechos humanos involucrados. Por último, se analiza la reforma política de 2016 en la Universidad Nacional de Córdoba, para concluir en la necesidad de incorporar un enfoque de derechos humanos al diseño de políticas universitarias.
