Even though its production increased significantly as from the second post-war, it only managed to inaugurate its first integrated iron and steel making industry in I960 with SOMISA in San Nicolás. Therefore, when it began to function, it was already overrun by new demands. Therefore, a new steel making pole became necessary and Techint's Propulsora Siderúrgica project aimed at that. The reasons that deterred its fulfilment are analyzed in the context of the sector's evolution and the policies applied, as well as the Rocca family business experience in the matter and its achievements as a flat steel rolling mill. The hypothesis is that the corporative policy of the Dirección General de Fabricaciones Militares tended to reject all the projects that could weaken SOMISA. 'S hegemony, regardless of the consequences. Nonetheless, although only as a rolling mill, Propulsora gained knowledge in the areas of production, organization and staf f training, contributing to the nationalization of Organización Techint's management. La insuficiencia de la fabricación de acero fue uno de los problemas históricos de la industria argentina. Si bien su producción tuvo un crecimiento importante a partir de la segunda posguerra, el país pudo recién inaugurar el primer centro siderúrgico integrado en 1960 con la planta de SOMISA en San Nicolás. Por lo tanto, al ponerse en marcha, su producción ya estaba desbordada por nuevas demandas. Se hacía entonces necesario otro polo siderúrgico. El proyecto de Propulsora Siderúrgica formulado por Techint apuntaba a ello. En el contexto de la evolución del sector y de las políticas implementadas, se analizan los motivos que impidieron su concreción, los antecedentes de la empresa de la familia Rocca en la materia y sus logros como laminadora de aceros planos. La hipótesis es que la política corporativa de la Dirección General de Fabricaciones Militares tendía a rechazar todos los proyectos que pudieran debilitar la hegemonía de SOMISA, sin considerar sus consecuencias. No obstante, aunque sólo como laminadora, Propulsora consiguió aprendizajes en materia productiva, organizativa y de formación de personal, contribuyendo a la argentinización de sus cuadros gerenciales.
