In the early 19th century, the distribution of political, economic and social rights during the revolution led by José Artigas encountered some resistance from the hegemonic groups of the region. Later, the educational reform encouraged by José Pedro Varela reduced its content under the pressure of religious groups. In the early 20th century, the first Batllism´s distribution of political, social, educational and working rights to the lowest social groups was limited by the “stop” to reforms imposed by President Viera. After the war, the New Batllism restarted the policy of economic protectionism and distribution of rights which was later resisted by the liberal governments of the sixties. In short, advances and restraints have influenced the history of the country. Lately, the opposition to the more recent rights' agenda –homosexual marriage, abortion, sexual education– revealed a biased view of gender perspective in times of social and cultural renewal. In addition, an increasing ideological control has been recently focused on the education of children and teenagers, in a new bill to create a Council of Secularism. Nowadays, Uruguayan citizens are exposed to the fast changes imposed by globalization, and migration from poor areas of Latin America impose new challenges. Among them, technology and open discussions in state schools may cause suspicion about secularism.    Este ensayo indaga las intersecciones entre laicidad, sistema educativo y nuevos derechos marcados por la pugna entre sectores en Uruguay. A inicios del siglo XIX, la concesión de derechos políticos, económicos y de justicia social durante la revolución liderada por José Artigas fue resistida por grupos hegemónicos en la región. Más adelante, la reforma educativa propuesta por José Pedro Varela atenuó medidas ante la presión de grupos religiosos. A principios del siglo XX, el primer Batllismo otorgó derechos políticos, sociales, laborales y educativos a sectores sociales más débiles, proceso detenido por el “alto” a las reformas impuesto por el presidente Viera. En la posguerra, el reinicio del proteccionismo económico y la aprobación de nuevos derechos por el Neo Batllismo fue combatido por los gobiernos liberales de los sesenta. En suma, logros y resistencias entretejieron el devenir histórico del país. Bajo estas premisas, las controversias a la reciente agenda de derechos –matrimonio igualitario, ley de interrupción del embarazo, educación sexual– revelaron una visión sesgada de la perspectiva de género en tiempos de renovación social y cultural. Asimismo, es posible observar un resurgimiento del control ideológico sobre la educación de infancias y adolescencias en el proyecto de ley para crear un Consejo de Laicidad. Hoy, los ciudadanos uruguayos, expuestos a los cambios de la globalización y la migración desde áreas empobrecidas de América Latina, enfrentan nuevos desafíos.
