The arguments that both senators developed for and against the Treaty and its background. The sources consulted include the Diary of Sessions of the Senate of the Nation on June 2 and 3, 1999, as well as the works Hielos Continentales Patagonicos and Acuerdo sobre los Hielos Continentales. It is hypothesized that Avelín uses arguments based on confrontational geopolitical conceptions that support the idea of ​​a “threatening neighborhood”. On the other hand, it is argued that de la Rosa justifies his conciliatory position through the concept of regional integration. In addition, it is argued that the current context favors de la Rosa more than Avelín, due to the progress towards the formation of an ascending security community between Argentina and Chile. En este artículo se analizan las posiciones de los senadores argentinos Alfredo Avelín y Carlos Leonardo de la Rosa con respecto al litigio de los Hielos Continentales en la década de 1990. Se examinan los argumentos que ambos senadores desarrollaron a favor y en contra del Tratado y sus antecedentes. Las fuentes consultadas incluyen el Diario de Sesiones de la Cámara de Senadores de la Nación de los días 2 y 3 de junio de 1999, así como las obras Hielos Continentales Patagónicos y Acuerdo sobre los Hielos Continentales. Se plantea la hipótesis de que Avelín emplea argumentos basados en concepciones geopolíticas confrontativas que abonan la idea de una “vecindad amenazante”. Por otra parte, se sostiene que de la Rosa justifica su postura conciliadora mediante el concepto de integración regional. Además, se argumenta que el contexto actual favorece más a de la Rosa que a Avelín, debido a los avances hacia la conformación de una comunidad de seguridad ascendente entre Argentina y Chile.
