Entre todas las perspectivas desde las cuales se puede estudiar la planificación y responsabilidad social en la creación del valor público; una de ellas se centra en conocer cuánto incide el concepto de valor público en la planificación de la gestión pública y si la planificación se convierte en una construcción social y de bien común.También es necesario repensar la responsabilidad social del Estado con la creación de valor público compartido. La discusión sobre Responsabilidad Social Organizacional (RSO) no es reciente. Originada desde la perspectiva de las organizaciones privadas, mantuvo su enfoque inicial dirigido sólo a las responsabilidades económicas y legales, como lo describe Friedman (1970). Posteriormente, fue influenciado por la teoría de los stakeholders y ganó enfoques más integrales con la Responsabilidad Social Empresarial (RSE), ampliando las responsabilidades organizacionales con las dimensiones éticas y filantrópicas (Carroll, 1991).
