This article analyzes the process of generating scientific and technological capabilities and linking and transferring knowledge with the socio-productive environment in the region, based on a case study of the trajectories of the three research groups that make up the first joint institution between CONICET (National Scientific and Technical Research Council) and the local National University. The study employs a mixed-methods approach, combining quantitative techniques (statistical data collection), document analysis, and semi-structured interviews with researchers, authorities from the National University and the CIT-Golfo San Jorge (San Jorge Gulf Technology Center), and local public administration officials. Among the findings, the centrality of policies promoting and decentralizing S&T activities for the development of a new way of doing science in the region stands out. This new approach is based on opening up and reorienting basic research toward addressing local problems. The main barriers to technological linkage are related to bureaucratic aspects of the academic system and a lack of knowledge about the dynamics of research and development. La cuenca del Golfo San Jorge forma parte de los territorios de bajas capacidades científico-tecnológicas que en las últimas dos décadas aprovecharon el impulso de algunas políticas de ciencia y tecnología (CyT) orientadas a promover el desarrollo de capacidades a lo largo del territorio nacional. Este artículo analiza el proceso de generación de capacidades científico-tecnológicas y de vinculación y transferencia de conocimiento con el medio socio-productivo en la región, a partir de un estudio de caso de las trayectorias de los tres grupos de investigación que conforman la primera institución de doble dependencia entre CONICET y la Universidad Nacional local. El estudio implementa un abordaje metodológico mixto, que combina técnicas cuantitativas (recopilación de estadísticas), análisis documental y entrevistas semiestructurada a investigadores, autoridades de la Universidad Nacional y del CIT-Golfo San Jorge, y funcionarios de la administración pública local. Entre los resultados se destaca la centralidad de las políticas de promoción y federalización de las actividades de CyT para el desarrollo de una nueva forma de hacer ciencia en la región, basada en la apertura y reorientación de sus investigaciones de base hacia el abordaje de problemáticas del entorno. Las principales barreras para la vinculación tecnológica son aspectos burocráticos del sistema académico y desconocimiento sobre la dinámica de la investigación y desarrollo.
