description The economic, social and cultural rights (ESCR) have traditionally been protected less than political rights. The basic legal instruments of the interamerican human rights system have participated of this trend, regulating mainly first generation rights. However, after the adoption of specific norms as the Protocol of San Salvador, there has been some progress in the protection of ESCR. The control of state obligations in this area has been intensified; particularly through the development of monitoring mechanisms and the progress of inter-American jurisprudence in which it´s possible identify a trend towards the indirect protection of ESCR, connecting them with civil and political rights.
