description The municipal Archives are the key to the archival development and consolidation of document management in the public administration of Mexico, particularly, because it has just over 2450 municipalities, and barely exceeds the 1000 historical records identified within this area. In addition to this, it is necessary to consider the collections stored in the small towns known as “tenencias”, which depend on the municipalities and, generally, are blurred; therefore, the questions that emerge are how to link the emerging legal frameworks to local contexts with such particular characteristics? How to work the terruño-collections not only from the archival methodology, also in terms of custom-uses, as well as the lack of administrative and resources of these places? In order to address these questions, the situation of the last 20 years in the state of Michoacán is used as a starting point as a reflection of what happens in the national territory; thus, in the first part we approach the general panorama, while the second section focuses on our case study: the tenencias.
