description The present work is a characterization of the bureaucratic clientelist state of the first half of the 20th century in Colombia, using the literary work of the Bogota writer Álvaro Salom Becerra, who through his novels allows to reconstruct the modus operandi of the Colombian bureaucracy for a part of the 20th century. The proposed analysis is based on the concepts of bureaucracy and clientelism, where a theoretical-conceptual approach is carried out, whose purpose is to propose and / or propose a concept of clientelist bureaucracy. Subsequently, the five Salom works are used, where a series of fragments is extracted that exemplifies the clientelist bureaucracy, contrasted with studies on clientelism in Colombia. In this way some logics of functioning of the clientele bureaucracy are identified, which for this period are not understandable without a partisan affiliation. In addition, the work is presented as a means of historical reconstruction of a process that has not been specially documented from the public administrative logics.
