A particular senatorial policy towards the Greeks probably did not exist before the fighting in Hellas came to an end in summer 197 B.C. In the same year, the Seleucid king Antiochus III brought large parts of the west coast of Asia Minor under control and set about crossing the Hellespont. Rome subsequently stylized itself as the guardian of freedom for the Greeks living in Hellas and Asia Minor. The statesmen of the res publica could have perceived Antiochus’ expansion as a threat to the mentioned new order. Therefore, the Roman Policy of Freedom was possibly applied primarily to take action against the Seleucid king. Durante la Segunda Guerra Macedónica (200-196 a.C.), la Res Publica redujo la fuerza del rey enemigo Filipo V para aparentemente establecer un nuevo orden político al sur de los Balcanes: Supuestamente un balance de fuerzas pro-romano debía prevalecer allí, impoluto de la influencia de otra gran potencia. Es posible que no existiera allí una política senatorial especial hacia los griegos antes de que la lucha en Hélade llegara a su fin en el verano del 197 a.C. En el mismo año, el rey seléucida Antíoco III sometió a su control grandes áreas de la costa occidental de Asia Menor y estaba a punto de cruzar el Helesponto. Como consecuencia de esto, Roma se presentó a sí misma como la guardiana de la libertad de los griegos que vivían en Hélade y Asia Menor. Los estadistas de la Res Publica pudieron haber percibido la expansión de Antíoco como una amenaza al mencionado nuevo orden.
