The academy is a strategic actor in these infrastructures, where it develops its third mission articulating with business and government representatives in their governance. This paper analyzes the case of the Pando Science and Technology Park (PCTP) promoted by the Faculty of Chemistry of the University of the Republic of Uruguay (UDELAR). The results show that only the impact of the income generated by 10 of the R&D projects carried out between academia and industry, compensated in one year the investment made by the University since the creation of its technological pole 20 years ago and doubled the investments made by the Executive Branch in subsidies for the consolidation of this ecosystem for a decade (2012-2021). Likewise, the incubation process for new technology-based companies developed by Khem, the first university incubator for scientific-technological ventures in Uruguay, which integrates the PCTP ecosystem, is evaluated as highly successful. Many of the companies graduated from Khem stood out in the development of new technologies, products and services for the health, food and agro-industrial sectors, which obtained important awards and recognition at a national and international level.

Los Parques Científico-Tecnológicos promueven y gestionan procesos de transferencia tecnológica y conocimientos entre las universidades o centros de I+D, las empresas y los mercados. Su fin principal es la promoción de la innovación y la competitividad de las empresas e instituciones que se le asocian o crean en su entorno. La academia es un actor estratégico en estas infraestructuras, donde desarrolla su tercera misión articulando junto a representantes empresariales y gubernamentales en la gobernanza de estos. En el presente trabajo se analiza el caso del Parque Científico Tecnológico de Pando (PCTP) promovido por la Facultad de Química de la Universidad de la Republica de Uruguay (UDELAR). Los resultados muestran que solamente el impacto de los ingresos generados por 10 de los proyectos de I+D realizados entre la academia y la industria, compensaron en un año la inversión realizada por la Universidad desde la creación de su polo tecnológico hace 20 años y duplican las inversiones realizadas por el Poder Ejecutivo en subsidios para la consolidación de este ecosistema durante una década (2012-2021). Asimismo, el proceso de incubación de nuevas empresas de base tecnológica desarrollado por Khem, la primera incubadora universitaria de emprendimientos de base científico-tecnológica de Uruguay, que integra el ecosistema del PCTP, se evalúa como altamente exitoso.Muchas de las empresas egresadas de Khem se destacaron en el desarrollo de nuevas tecnologías, productos y servicios para el sector de salud, alimentario y agroindustrial, que obtuvieron premios y reconocimientos importantes a nivel nacional e internacional. Os Parques Científico-Tecnológicos promovem e gerenciam processos de transferência de tecnologia e conhecimento entre universidades ou centros de P&D, empresas e mercados. Tem como finalidade principal a promoção da inovação e competitividade das empresas e instituições que lhe estão associadas ou criadas no seu meio. A academia é um ator estratégico nestas infraestruturas, onde desenvolve a sua terceira missão articulando-se com representantes empresariais e governamentais na sua governação. Este artigo analisa o caso do Parque Científico e Tecnológico de Pando (PCTP) promovido pela Faculdade de Química da Universidade da República do Uruguai (UDELAR). Os resultados mostram que apenas o impacto da receita gerada por 10 dos projetos de P&D realizados entre academia e indústria compensou em um ano o investimento feito pela Universidade desde a criação de seu polo tecnológico há 20 anos e dobrou os investimentos feitos pela o Poder Executivo em subsídios para a consolidação desse ecossistema por uma década (2012-2021). Da mesma forma, o processo de incubação de novas empresas de base tecnológica desenvolvido pela Khem, a primeira incubadora universitária de empreendimentos científico-tecnológicos do Uruguai, que integra o ecossistema PCTP, é avaliado como altamente bem-sucedido. Muitas das empresas formadas pela Khem se destacaram no desenvolvimento de novas tecnologias, produtos e serviços para os setores de saúde, alimentos e agroindústria, obtendo importantes prêmios e reconhecimentos nacionais e internacionais.
