Specifically, we will reflect on the housing built within the framework of these programs, guided by what we consider to be three characteristics of this type of housing policy: that they are policies in which the builder and the inhabitants do not interact; that are guided by a unique definition of housing need and satisfies and, finally, in which a type of housing type is established for a particular inhabitant. The research that supports this article was carried out during the years 2010 to 2012 from a qualitative methodology, specifically from an ethnographic perspective, and consisted of conducting interviews with officials, workers and inhabitants of a group of houses in the municipality of Avellaneda.
