However, the importance of the inclusion of two foreign languages, English and French, in its initial curriculum, which constitutes the first precedent of a multilingual state linguistic policy for the primary level, has not been highlighted in the literature. The aim of this paper is to describe the place of these two foreign languages in the founding decree for the creation of this first school, comprising a training college and a primary school of application.  La Escuela Normal de Paraná, primera escuela creada por el Estado argentino para la formación de maestros en 1870, ha sido objeto de estudio fundamentalmente por impulsar un sistema modelo de enseñanza a implementar en todo el territorio nacional. Sin embargo, no se ha destacado la importancia que tiene la inclusión de dos lenguas extranjeras, el inglés y el francés, en su plan de estudio inicial, lo que constituye el primer antecedente de una política lingüística estatal plurilingüe para el nivel primario.
