description This essay proposes a reflection on the role of Argentine universities and the national Science and Technology (S&T) system of which they are part. We are interested in exploring three key aspects and the particularities under which this role is manifested in the Argentine case, when addressing the challenges of development. First, the institutional framework on which the university system is based, which is part of the national S&T system and which concentrates most of the scientific-technological activity produced in the country. Secondly, the incentives and practices that shape the trajectories of the scientific and technological community, where S&T activities are combined with undergraduate, graduate and postgraduate teaching. Thirdly, the demand for knowledge, both in terms of the productive environment and that derived from social aspects and public policy. A virtuous "meshing" of these three aspects requires managing the characteristics and timing of each of the dimensions and generating a process of reform in the incentive schemes and institutional framework to ensure that the success stories, which today exist in isolation, multiply and articulate with the broader national system, which also encompasses non-traditional S&T functions. The post-COVID19 world opens a space for rethinking academic and training practices and modifying the structures of linkage and articulation of academia with society.

Nos interesa profundizar sobre tres aspectos claves y sobre las particularidades bajo las que ese rol se manifiesta en el caso argentino, cuando se abordan los desafíos del desarrollo. En primer lugar, el esquema institucional sobre el que se basa el sistema universitario, que forma parte del sistema de CyT nacional y que concentra a la gran mayoría de la actividad científico-tecnológica que se produce en el país. En segundo lugar, los incentivos y prácticas que moldean las trayectorias de la comunidad científica y tecnológica, donde se combinan actividades de CyT con la docencia de pregrado, grado y posgrado. En tercer lugar, la demanda de conocimiento, tanto en términos del entorno productivo como aquella derivada de los aspectos sociales y de la política pública. Un “engranaje” virtuoso de estos tres aspectos requiere gestionar las características y los tiempos de cada una de las dimensiones y generar un proceso de reformas en los esquemas de incentivos y entramado institucional para lograr que los casos de éxito, que hoy existen de manera aislada, se multipliquen y articulen con el sistema nacional más amplio, que abarca además funciones no tradicionales de la CyT. El mundo post-COVID19 abre un espacio para repensar las prácticas académicas y de formación y modificar las estructuras de vinculación y articulación de la academia con la sociedad.  Este ensaio propõe uma reflexão sobre o papel das universidades argentinas e o sistema nacional de Ciência e Tecnologia (C&T) de que fazem parte. Estamos interessados em explorar três aspectos-chave e as particularidades sob as quais este papel se manifesta no caso argentino, ao abordar os desafios do desenvolvimento. Em primeiro lugar, o quadro institucional em que se baseia o sistema universitário, que faz parte do sistema nacional de C&T e que concentra a grande maioria da actividade científica e tecnológica produzida no país. Em segundo lugar, os incentivos e práticas que moldam as trajectórias da comunidade científica e tecnológica, onde as actividades de C&T são combinadas com o ensino de graduação, pós-graduação e ensino de pós-graduação. Em terceiro lugar, a procura de conhecimento, tanto em termos do ambiente produtivo como do que deriva dos aspectos sociais e das políticas públicas. Uma "malha" virtuosa destes três aspectos requer a gestão das características e do calendário de cada uma das dimensões e a geração de um processo de reforma nos esquemas de incentivos e no quadro institucional para assegurar que as histórias de sucesso, que hoje existem isoladamente, se multipliquem e se articulem com o sistema nacional mais amplo, que também engloba funções C&T não tradicionais.
