Uruguay was molded and imagines itself closer to Europe than to Latin America in its ethnic composition, customs and culture. This is due, in part, to a strong presence of migratory flows from Spain and Italy at the stage of national formation, as well as deliberate actions of invisibilization toward indigenous and African ethnic groups and social types such as gauchos. The identity accounts have been left with this false and discriminating imprint, which is characteristic of a history written from a single perspective. This article begins with a contextualization aimed at understanding the impact of the colonial invasion on the indigenous people who inhabited the geographical area that today corresponds to the Uruguayan territory, to then describe the invisibilization of everything indigenous and African in the process of building the Uruguayan identity. It then addresses the re-emergence of the ethnic issue at the beginning of the 1980s and current transformations, with emphasis on higher education. Measures aimed at responding to racism affecting indigenous and Afro-descendant individuals and communities were recorded for this work from documentary searches and consultation with the main national institutions of higher education, and social and ethnic organizations.

Este trabajo se propone ofrecer un panorama de las respuestas al racismo en las instituciones de Educación Superior de Uruguay, donde es reciente pensar de forma manifiesta desde lo étnico-racial, tanto en la sociedad en general como en las instituciones educativas en particular. Uruguay fue moldeado y se imagina más próximo a Europa que a Latinoamérica en su composición étnica, sus costumbres y su cultura. Esto se debe, en parte, a una presencia fuerte de flujos migratorios provenientes de España e Italia en la etapa de conformación nacional, así como a acciones deliberadas de invisibilización hacia los grupos étnicos indígenas y africanos y tipos sociales como el gaucho. Los relatos identitarios han quedado con esa impronta falaz y discriminadora, propia de la historia escrita desde una sola perspectiva. El artículo comienza con una contextualización orientada a comprender el impacto de la invasión colonial en los indígenas que habitaban la zona geográfica que hoy corresponde al territorio uruguayo, para pasar a describir la invisibilización de lo indígena y lo africano en el proceso de construcción de la identidad uruguaya. Luego aborda el resurgimiento de la cuestión étnica entrada la década del ochenta y las transformaciones actuales, con énfasis en la Educación Superior. Las medidas orientadas a responder al racismo que afecta a personas y comunidades indígenas y afrodescendientes fueron registradas para este trabajo a partir de búsqueda documental y consultas a las principales instituciones de Educación Superior en el ámbito nacional y a organizaciones sociales y étnicas. Este trabalho propõe-se oferecer uma perspectiva das respostas ao racismo nas instituições de ensino superior do Uruguai, onde é recente pensar de forma manifesta do ponto de vista étnico-racial, tanto na sociedade em geral quanto nas instituições educacionais em particular. O Uruguai foi moldado e considera-se mais próximo da Europa do que da América Latina em sua composição étnica, seus costumes e sua cultura. Isto deve-se, em parte, à presença forte de fluxos migratórios vindos da Espanha e da Itália na fase de conformação nacional, bem como às ações deliberadas de invisibilizar os grupos étnicos indígenas e africanos e tipos sociais como o gaucho. Os relatos identitários ficaram com essa marcaenganosa e preconceituosa, própria da história escrita de uma perspectiva só. O artigo começa com uma contextualização dirigida a compreender o impacto da invasão colonial nos indígenas que habitavam a região geográfica que hoje corresponde ao território uruguaio, para passar a descrever a invisibilidade da questão indígena e da africana no processo de construção da identidade uruguaia. Depois, aborda o ressurgimento da questão étnica nocomeço da década de oitenta e as transformações atuais com ênfase no ensino superior. As medidas voltadas para responder ao racismo que atinge pessoas e comunidades indígenas e afrodescendentes foram registradas para este trabalho, a partir da pesquisa documental e de consultas às principais instituições de ensino superior no âmbito nacional e a organizações sociais e étnicas.
