Sumario:In Argentina, urban development is unsustainable, deepening social inequalities. Faced with this, local governments often lack the resources to implement effective policies. This text emphasizes the need for comprehensive management of urban housing issues, considering social, economic, cultural, political, and environmental aspects, in line with the paradigm of strong sustainability. A theoretical framework is presented to assess local urban management and determine its degree of sustainability. The main contribution is a diagnostic matrix. This tool combines key concepts such as comprehensive habitat management, strong sustainability, and new governance in conjunction with municipalism. The matrix serves as a practical guide for local governments to improve their policies. The objective is to drive a transformation toward sustainable management that prioritizes quality of life, social equity, and ecological health.
