Sumario:The failure of neoliberal policies and the shift of the political model of the state towards a more social, inclusive and plural orientation, constitute two transcendent aspects which outline the context and the most substantive processes of change experienced in the last 15 years in Latin America. The change of social policies, especially in the educational and social fields, was undertaken considering the possibility of rebuilding the social tissue, the binding, institutional spaces, and the cohesion practices. As referents and development actors, young people was the recipient of public programs and actions, the political intention of which, was to create better educational opportunities of social and labor participation. Nonetheless, the prevailing, structural dimension of problems associated with poverty, vulnerability, and social exclusion, posed great difficulties when offering sound and sustainable ways of social inclusion in all areas of social life. This paper discusses the systematic integration of the new educational discourse and the multivocal social and cultural contexts in which young people strongly experience the challenges of constraints and uncertainties.
