Sumario:The social Latin-American movements like alternative conception to the democratic traditional system emerge as consequence of the interest of the communities to build a systemic network of relations that allow analyzing common weaknesses to the region as the intervention of third countries, the governmental bureaucracy, recognition of an identity and historical memory, economic models, poverty and inequity. Therefore, that article from the active participation of the social movements tries to define a theoretical base for the organization of the civil society, offering tools in the construction of political speeches adapted from the identity and legitimacy towards the conformation of global networks.
