Sumario:An antidote for the economic crisis is having strong and efficient institutions to cope. Its construction is a relatively slow, medium and long term. Using as theoretical approaches North on institutions and Coase on transaction costs, analyzes the reforms of the government of Colombian President Carlos Lleras Restrepo (1966-1970). We study the constitutional reform of 1968 and Decree 444 of 1967 as the fundamental changes that would allow the development momentum, thanks to reduced transaction costs thanks to the strengthening of presidential power and interventionism. Similarly specify the consensus that managed to achieve the reforms and becomes an approximation to a government balance sheet. The document is a result of the author's doctoral thesis "Economic aspects of the Carlos Lleras Restrepo".
