| Sumario: | The thesis support the hypothesis that the metropolitan region of Buenos Aires and the city southern area faces a socio-territorial fragmentation process. Such process combines different factors of metropolitan scale, such as the growing socio-territorial gap, partially because the application of neoliberal policies, as well as micro-urban factors related with new approaches of territorial intervention, resulting of fundamental changes in urban planning practices. The objective is to discover in which way such new approaches contribute to deepen fragmentation process or on the contrary, they promotes socio-territorial integration in such case, to answer who, when and how that happens. The universe of analysis selected was the southern are of the city of Buenos Aires, historically underdeveloped since the decade of the 90's till the crisis of 2001. In this process it was unveiled from the experiences lessons learnt of new paradigms of urban planning emerging, between sustainable development emphasizing environmental and financial, sometimes confronted even with principles of human right, particularly the right to decent housing and the city. |
