Sumario:The text undertakes an analytical effort in order to understand the essence of the university and cultural policies of the Brazilian military dictatorship, in which we observe the combination of repressive-authoritarian and modernizing actions. Under the category of political culture, the proposal is to show that the State's relations with the academic and cultural community have been marked by negotiations and accommodation - alongside repressive actions - and that such strategies are inscribed in the country's political traditions, especially when the social elites are concerned.
