| Sumario: | Latin American regional integration is characterized by being clearly intergovernmental. This is the case of MERCOSUR, which is the subject of this article. However, this is not the only thing that defines MERCOSUR, since the political attunements in the governments of its two large member countries, Argentina and Brazil, also have a fundamental weight when it comes to moving forward with the integration process. In this article, the achievements of MERCOSUR will be analyzed in two stages: from 2003 to 2015, characterized by the prevalence of social issues, and from the end of 2015 to 2019, with a return to the vision of exclusively economic integration. This article will also reflect on the implications of intergovernmentalism in future negotiations. |
