Sumario:The article analyzes the Provincial Strategic Plan of Santa Fe (Argentina) in which the government began, in 2008, a process of regionalization to achieve the integral development of the territory. In the article, said plan is described along with the mechanisms for participation in the formulation instances, and the characteristics assumed by the political-administrative decentralisation process. The objective is to analyse its functions and the interests promoted by this public policy. The study was carried out from a socio-anthropological approach in which intensive and extensive research strategies were implemented. Among the main results, it stands out that the participatory formulas provide legitimacy both to the plan and to the government's management. For the later, the establishment of social alliances that jointly imagine the realization of the proposed actions was required. It is concluded that, although the policies administer and regulate actions for specific purposes, they do not materialize in the way in which they were foreseen, since, once in execution, they are articulated both with complex networks of relationships and with bureaucratized practices.
