| Sumario: | This work analyzes the interaction between public interests and particular sectoral interests in the design of public policies at a state level. To do this, a participatory space is taken as a case study: the Local Advisory Council of the San Juan Agricultural Experimental Station of the National Institute of Agricultural Technology (INTA) of Argentina. The heterogeneity of the represented actors, the mechanisms for selecting members and authorities, the rules, dynamics and problems that are established for the participation and influence that civil society organizations exercise in the State are analyzed.
We are working on a period of time in which changes are observed within INTA and a serious provincial water crisis, within the framework of which the agreements emerged in this Council have an influence on public policies in a way that is not exempt from conflicts and contradictions. |
