| Sumario: | This article presents some of the advances on the urban-territorial diagnosis carried out in the southern area of the capital city of La Rioja, Argentina. It is based on the theoretical perspectives of the Right to the City and Territorial Management. In this article it is considered that the housing is related to the habitat and therefore to the urban-territorial scale. This allows to problematize the effects of the housing policy that has been historically implemented from a sectorial perspective. The study design was exploratory-descriptive and elements of the Territorial Management methodology were applied. |
