Sumario:We analyzed internet access in the province of Mendoza between 2019 and 2020, a period in which it became of vital importance for the fulfillment of human rights in the context of the Covid-19 pandemic. For this purpose, we characterized the offer in relation to universality, national public policies and provincial actions, the diversity of actors and structural problems. Based on this, we problematized the inequality in internet access at the local level and identify new non-profit actors. Finally, we reflect on public communication policies, the digital divide and respect for digital rights.
