Faced with a scenario of confidence crisis in democratic institutions and government decisions, the latest studies incorporate participatory components at different levels of public administration. In this paper we present the central points of a research that aimed at characterizing the mechanisms of citizen participation implemented in the formulation of municipal land use plans in two municipalities of the Province of Mendoza, which was carried out 2016 to 2021. To develop this research an analysis structure was generated based on criteria of legitimacy of the process and its representativeness. The structure was applied to each mechanism. The results sought to identify whether the design and implementation of participatory mechanisms provided formulas that counteract those limitations that promote the crisis of confidence in the making of public decisions. Based on the research experience, in the last section of the article we propose a series of challenges to consider when delineating citizen participation, specifically in a local territorial policy.  La participación ciudadana ha sido un tema recurrente para los estudios contemporáneos de gobernabilidad, políticas públicas y democracia. Ante un escenario de crisis de confianza en las instituciones democráticas y en las decisiones de gobierno, los últimos han optado por incorporar componentes participativos en los distintos niveles de la administración pública. En este trabajo presentamos los puntos centrales de una investigación orientada a caracterizar los mecanismos de participación ciudadana implementados en la formulación de los planes municipales de ordenamiento territorial en dos municipios de la Provincia de Mendoza, cuyo proceso se extendió entre el año 2016 y 2021. Para la misma se generó una estructura de análisis apoyada en criterios de legitimidad del proceso y representatividad del mismo que fue aplicado a cada mecanismo. Los resultados obtenidos buscaron identificar si el diseño y la implementación de los mecanismos participativos aportaron fórmulas que contrarrestaran aquellas limitaciones promotoras de la crisis de confianza en la forma de tomar decisiones públicas. Con base en la experiencia de la investigación, en la última sección proponemos una serie de desafíos a considerar a la hora de delinear la participación ciudadana, específicamente en una política territorial local.
