Citizen participation is a recurring theme in contemporary governability studies, public policies and democracy. Faced with a scenario of confidence crisis in democratic institutions and government decisions, the latest studies incorporate participatory components at different levels of public administration. In this paper we present the central points of a research that aimed at characterizing the mechanisms of citizen participation implemented in the formulation of municipal land use plans in two municipalities of the Province of Mendoza, which was carried out 2016 to 2021. To develop this research an analysis structure was generated based on criteria of legitimacy of the process and its representativeness. The structure was applied to each mechanism. The results sought to identify whether the design and implementation of participatory mechanisms provided formulas that counteract those limitations that promote the crisis of confidence in the making of public decisions. Based on the research experience, in the last section of the article we propose a series of challenges to consider when delineating citizen participation, specifically in a local territorial policy. |
