Sumario:Concertation is inherent to the very notion of federalism which, as is well known, comes from the Latin word foedus-ederis which means pact, alliance or union. That is why we conceive of the federation, rather than as a technique of territorial decentralization of power, as a way of relating between diverse communities, as a community of communities or, resorting to the terminologyused by the jurisprudence of the Supreme Court of Justice of the Nation, as “a cultural system of coexistence”. The work covers the Argentine federal process of agreement, in the regulations of the Argentine Constitutional Law and in its jurisprudential dimension.
